I backup everything, I restore everything, or as needed. I haven't had problems with "/etc". Tar is slower, specially if you want to see a single file.
This is going way back when I saw the problem, restoring /etc, some things didn't match up, perhaps differences in file requirements between the old install and the upgrade.
Restoring /etc from one version to another is not advisable to be done directly: there may be changes in syntax, improvements, etc. A full backup is made to do a full restore, same version. Everything intact. Of course, it is also useful in case of a fresh install in order to see the old /etc and check how you had things configured last time. Sometimes you can copy the config, sometimes you have to modify them. So, it is always advisable both for upgrades or fresh installs. :-) - -- Cheers, Carlos E.
