FWIW normally after a kernel upgrade it will show both the new and old kernel version in the list but not in this case I only have "openSUSE 11.0," "Windows," and "OpenSuSE 11.0 Failsafe"

Except the issue is GRUB says "file not found" so I can't do *ANYTHING* with the system. Or are you saying I should re-install and run those commands before I reboot? In that case why doesn't the update package call mkinitrd?
When you boot the installation media, you can switch to the second console, mount your hard disk partitions, chroot to it and then run what Stephan suggested above.
