I checked by running hp-setup against my local printer (which is a different model), and in the manual PPD selection dialog I was able to pick hp-photosmart_8400_series-hpijs.ppd.gz which would seem right for your printer. Which local are you using? I ran into the version of hp-setup in openSUSE 11.0 being broken with respect to non-UTF8/non-ASCII locales; see https://bugzilla.novell.com/show_bug.cgi?id=386853 for details.
