this staement is absolutely confusing to me: Does it mean RC release WILL be visible, or does it mean they will NOT? Or what does "put out" refer to? No beta images?

There won't be full-RC-iso's (maybe only RC1?). Cause RC should not have
Correct, there's only a full RC1 ISO - and the final one.
blockers and other enormeous bugs there won't be fixed huge things and it would be a waste off bandwidth to spread everytime full iso's (if only 3 packages changed or so).
But the packages will come into the factory tree so I think you can easily upgrade/update the packages. And there are delta-iso's too.
But that's what I think ;-)
