First justification is that the school get funded additionally to pay for such things. If the school is getting paid by the council for this job you could simply sub-contract the job to say someone on this list who knows how to do it and then add 10% for the school. That is better business than spending days that are not costed into the job to develop a one off. The exception is if this has a specific purpose ie for kids to learn how to do it. The cost will depend on what the web site has to be able to do. Who will maintain it and for how long? For an hourly rate try about £60 per hour and budget maybe 100 hours to start. However, the time is how long is a piece of string. You need a functional specification from the client to quote agains.
