Ich habe dasselbe Problem auf einem Server mit 9.1 (und deshalb open_basedir derzeit nicht gesetzt). Ein entsprechender Bugreport für 9.1 wurde mit "wontfix" geschlossen (nicht weiter verwunderlich, da die 9.1 recht alt ist) - aber ich mach ihn gleich wieder auf und schreibe einen entsprechenden Kommentar dazu. https://bugzilla.novell.com/show_bug.cgi?id=136651 (Es wäre wohl geschickt, wenn Du Dich im CC des Bugs einträgst und bei Bedarf weitere Infos lieferst.) Frage am Rand: Wie viele vHosts hast Du?
