[opensuse-cloud] openstack-neutron* defaults to ML2 now in Havana and Master

Hi, I've just switched the default configuration in Neutron to ML2, as this is also the upstream default and allows easier migration and provides more flexibility for future changes. We still use LinuxBridge as backend for VLANs. quickstart scripts and Jenkins have been adjusted accordingly.
