As a workaround, you can run "osc meta prjconf network:osmocom:latest"

Sorry, I missed the -e/--edit option. It should be
osc meta prjconf -e network:osmocom:latest

and add the following lines:

%if "%_repository" == "Debian_Testing"
Preinstall: libreadline8
%endif

(We probably have to fix up the Debian:Testing prjconf.)
