I get it in a private OBS instance but maybe this affects also the
main servers?

it doesn't seems so, at least not in openSUSE:Tools project. But maybe
you are just reaching this earlier.

Arch is a rolling release distro. So, it can break at any time.
It looks like the package which provides libpsl.so.5 needs to be preinstalled
now.

Can you test if that helps you?
