Just dont ship any autogenerated files. The approach to force every pkg
to include a configure script was probably valid 40 years ago. Its

It depends on the program.

Of course, everybody should™ use PKG_CHECK_MODULES([gtk-2.0])
PKG_CHECK_MODULES([Qt5Gui]), but if a hypothetical two-frontend-capable
program's configure.ac uses ancient m4 macros like AM_WHATEVER_GTK and
AX_QT_BLAH, you need both gtk/qt installed just to get the m4 files for
autoreconf - instead of just pkgconfig.
