first guess, you are using the wrong URL. Do

osc -d ls

the URL needs to start with ...

I tried:
# osc -d ls

Did you configure the correct username and password?
You can check it via
osc config user
osc config pass

Also check if the keyring usage is disabled (unless you
explicitly want to use it):
osc config general use_keyring
osc config general gnome_keyring
