It simply won't publish the i586 binaries even after successfully building them, with the reason "no build possible atm, waiting for jobs in other repositories".
Apparently it's been stuck like that for months, even deleting the binaries and rebuilding them again won't work. Perhaps deleting the status files for this would solve the problem?
Lookin at https://build.opensuse.org/project/monitor/home:wellingtonsilva67 it is waiting to be able to build the patchinfo.. which it can't, because the nss-pam-ldap package fails to build on x86_64 As the repository can only be published once all jobs are done, this is what is blocking you for now.
