that is definitely the way to go about it. OTOH, people need tools to
automate the compliance-related changes. spec-cleaner still makes
sense, but the server-generated error message needs to identify clearly
the rules it is currently enforcing, perhaps with a (working!) http(s)
url pointing to a release tarball.
