No, header files are not included in the repository metatdata.

fyi: This package compiles fine against xUbuntu.

My guess is you need the 'sqlite3-devel' package.

Or simply: pkgconfig(sqlite3)

Fedora required one, and opensuse the other!

fyi: It was older opensuse versions that don't support
pkgconfig(sqlite3), but 11.3 and factory do iirc.
