All packages needed for the build are cached. Is there an option to
extent the argument list of osc somehow?

osc calls rpm to verify the packages and _that_ argument list is too long.
You
can skip that in using --no-verify - and I guess osc could easily split the
call into several not to pass too many packages (24224 in this case!).

Yes it should be possible to verify the packages in several rpm runs if we
split the args depending on os.sysconf('SC_ARG_MAX').
