I get the same result in the OBS appliance.

Is this a bug or user/setup error?

That is a bug, the script is more or less a relict.

In general it is recommended to use the OBS interconnect as described in

The future plan is to have admin interfaces to setup interconnect or to
clone/import repos from other places (local or remote instance).
