Happens with Apache/GeoIP.

Currently aggregates wait till the complete source project is
built.

I see nothing in "devel:libraries:c_c++" nor "Apache" which is not
completely built.

Still, it is "blocked".

By what?

I don't see this any longer. Right now, no package in the Apache project
is blocked any more. Thus, it has fixed itself somehow.
