Usually, all software what is compiled against the GA versions should work with later updates. Is this not true in some cases on Fedora ?
The problem for F7 is that they introduced redland-devel and friends in the update repository and they were not existing at all in the initial F7 release. Putting them into a subproject on obs seems to work ok though I've not tried to pull the main package from my repository to see if it will use the F7Updates redland instead of the one from the subproject... should work.
