Then the workaround is probably incorrect.

Anyway this is a known design issue, see
https://github.com/systemd/systemd/issues/8472 hence I'm going to close this
bug since only bugs related to the distro specificities should be reported
here.

So I would recommend to report your case over there. The fact that you run an
"old" version of systemd doesn't matter here since the latest version of
systemd suffers from the same shortcoming.
