This is easily fixed by adding to /etc/sysconfig/syslog:

TZ="/etc/localtime"

This was discussed upstream:

https://github.com/rsyslog/rsyslog/issues/2994

and fixed in:

https://github.com/rsyslog/rsyslog/pull/3022/commits/502759aea05abaf9a405278e4fe3c41a9c0edaeb

I will backport the patch.
