hplip also needs python-devel as a prereq. With the current opensuse leap packaging (i.e. without this prereq set), if I try to configure my HP printer with the hp-setup utility, it cannot find the 'ppd' (postscript definition) file for my printer and I end up with a non-functional printer installation.
Prereqs for hplip are listed here https://developers.hp.com/hp-linux-imaging-and-printing/hp-linux-what-are- minimum-system-requirements . python-devel is the only one that was missing on my opensuse leap 15.0 system.
