[Bug 1120414] allow a patch that makes elder radeon cards UltraHD ready

It's just a worst case scenario so it needs to be mentioned. The bigger concern is running outside of specs. If we allow that, there is no way we can support the driver. And AMD cannot help either. Validated specs exists to give a safe zone where we can assume the hardware to operate properly. Being loose and allowing violations can cause major headaches later on and is therefore disliked by developers.
