I can partly confirm the reported bug on Leap 42.3
With one user the following ~/.inputrc MariaDB does not respect the settings in
/etc/inputrc

Deleting it make MariaDB work correctly.
Logging in as a different user also works. Both users have
$INPUTRC==/etc/inputrc and the same ~/.inputrc (before deleting for first user)
First user login using ssh, second user using su .
