appears to have not been noticed.

Yes, he might to confuse the two.

FWIW, he did remove wodim support already, but Fedora maintainers complained
and he added it back.

You can try requiring cdrskin in Tumbleweed maybe.

I see no point in this currently either.

Tumbleweed does have the same version at the moment. (ok, 17.04.3, but there
have been no changes, and I do use the latest one here).

Also, Packman provides the TW package for Leap as mentioned.
