The following steps are necessary to reproduce:

- boot with NET install image on a machine with only wifi connection
- type some wired stuff when ask for the network SSID
- select WPA-PSK for WLAN authentication and type a random phrase (I think i
does not matter)
- after the DHCP request fails (wlan0 network setup failed) the user is asked
to select a URL to retry!?!
- if the user confirms the proposed URL because it is the correct URL the last
step repeats

The user has to abort that loop by pressing Back to get again the prompt for
the SSID which is obviously not very intuitive.
