kstars 17.04.2 (including an extra kstars-lang package) finally is in the 42.3
repo now.
New installations and also updates/upgrades should install kstars-lang too,
unless you disabled the installation of recommended packages (in which case it
is your own "fault" and not a bug... ;-) ).
