Bug ID: 1047364
Summary: libqt5-qtdoc should be split up over QCH vs. HTML,
tools vs. libraries

There are two issues with libqt5-qtdoc:
a) it contains the complete documentation both in QCH format (single file with
all content inside) as well as in HTML format (filesystem layout of multiple
b) it contains the documentation for multiple Qt tools as well as for all the
Qt library modules

It would improve things for users to split up this gigant package of 434,5 MiB
(5.7.1-1.2) both into separate QCH subpackages and separate HTML subpackages,
as well as also to split up between tools and library modules, ideally
following the packaging granularity existing with the tools and the library
devel packages (as one usually uses/needs only the same set).

A small challenge on the split would be the doxygen tag files (*.tags) for the
Qt libary modules documentation, e.g.
"/usr/share/doc/packages/qt5/qtcore/qtcore.tags". Such files are used by
doxygen to e.g. create links into the Qt documentation and can be used both for
the HTML and the QCH documentation. So they are similar to C/C++ header files,
holding all the API info useful for building and linking documentation, but not
needed during "runtime", i.e. browsing the documentation.
Those doxygen tag files are e.g. used during generation of the new QCH
documentation files generated for the KDE Framework libraries since KF5 5.36.
