[Bug 1039768] Failure to reduce frequency at low workload

By suspending and hibernating, all the managed devices go to the power-down
state. At the resume, however, they are not always powered up but can stay at
the powered down via runtime PM. That makes the difference -- it's my wild
guess.
In anyway, this should deserve for the report to the upstream instead of here,
as it's a TW kernel without much change in our side. Care to report to
bugzilla.kernel.org?
