I have the same issue. It seem like there are a lot of broken dependencies. When I try to update "perl-base", I get a lot of errors [1]
I got a similar cascade of error messages. In all cases, I told zypper, perhaps a bit hastily, to remove the packages, that prevented perl from updating. Perl was updated correctly and, surprisingly, updated packages of everything removed, except elinks, were also installed. E.g., I now have libsnmp30-5.7.3-8.7, updated from 5.7.3-8.6, which appears in your error list, and perl-base 5.24.1-1.1, again upgraded from 5.24.0-3.6, which the older version of libsnmp30 required. As you say, the problem is more serious, but it seems that in most (but not all) cases zypper will do the right thing, if told to remove the packages that block the update.
