Regarding links: it definitely took me a moment to figure out that those are
links and not just coloured and underlined headlines. It is less common for a
heading to be a link.

Regarding timing: It is probably a lot easier to settle on the common style and
write it down in the UI style guide for reference. Then, over time, individual
modules and screens can be changed to follow the style guide more closely. That
way, the big design change does not interfere with current testing, and the
implementation can be broken up into smaller chunks.

NB also that ellipses "…" are different from three dots "..." and are often
displayed slightly wider.

Impressive that Yast would be old enough to vote!
