## Overview

It is impossible to log into a freshly created user account for which the
password would be set on first log in.

## Steps to reproduce

1. Go to Gnome Settings.
2. Click on "Users" in the "System" category.
3. Click "Unlock" and enter admin password.
4. Click "+" to create a new user and select "Allow user to set a password
when they next login".
5. Log out and select the new user.

## Actual result

A (regular) password prompt is displayed. For any input in the password field
(including to leave it empty), log in fails.

## Expected result

Display a registration form that allows the user to enter their desired
password.

## Build and hardware

Build 0246 installed on 64bit hardware from USB/DVD image.
