The inconsistent ellipses ("...") everywhere in YaST seem to be a result of
changes upon changes in a piece of software that has been very actively changed
over the course of 18 years (since 1999) by a team of ~15 developers on
average.

You are right that this should be consistent. We will probably have to go over
all the dialogs, at least the installation and the major config modules, to
make this consistent. There will be a lot of small changes all over the place,
and those changes (in user-visible messages) will cause the corresponding
translations to become "fuzzy", i.e. they don't match to 100% anymore, so the
translators of all languages will have to go over them again.

We need to find a time window where we can do that without introducing too much
breakage to any product that is in its final stage before being shipped; this
is the major challenge here.
