On current Tumbleweed run:
# xfce4-notify-config

Click "Show preview". Nothing happens, after a timeout a dialog appears:

Notification preview failed

Error calling StartServiceByName for org.freedesktop.Notifications: Timeout
was reached

This happens because xfce4-notify-config, notify-send and other packages such
as xfce4-panel-plugin-pulseaudio expect to be able to connect to the
"org.freedesktop.Notification" service but there is no such file in
/usr/share/dbus-1/services/. The xfce4-notifyd package provides a
"org.xfce.xfce4-notifyd.Notifications.service" file which reads

[D-BUS Service]
Name=org.freedesktop.Notifications
Exec=/usr/lib/xfce4/notifyd/xfce4-notifyd
SystemdService=xfce4-notifyd.service

Yet this seems to not get picked up by dbus?
