This error "impossible to create the requested proposal" normaly only appears
when there are conflicting requirements, such as a minimum size for the root
filesystem (configured in control.xml on the installation media) larger than
the available disk space.

But in your scenario, with an unpartitioned disk, there should be plenty of
disk space (minimum root size is 16 GB for Btrfs, 3 GB for all other filesystem
types) and no restrictions on the number of partitions that can still be
created (which is the other possible limitation that might trigger this error).

Even if there is no partition table at all, the installer should simply create
a new one. But I have yet to see a hard disk that does not come from the
factory with a partition table already on it.
