I cannot really help with such issues because
I know basically nothing at all about GUI related things.

Using Qt5 for HPLIP on Tumbleweed and Leap >= 42.2
was done by Fabian Vogt via bug#1018734
so that he should be the right one for this issue.

Regarding python-sip that is now named python2-sip:
When a package gets renamed the new named package must
provide the old name so that existing RPM requirements
do not break, see
https://en.opensuse.org/openSUSE:Package_dependencies#Renaming_a_package
so that the "python-sip -> python2-sip" issue
is likely a packaging issue in python2-sip.
