The reason to run systemd-vconsole-setup *before* plymouth is to have a
consistent look and feel for any UTF-8 based console font. And clearly this
has to be redone for every new virtual console but *after* plymouth as
otherwise the change(s) will never occure do pylmouth holds a lock on the
system console.

That's what the bug reports I linked to basically say as well.

Also I'd like to see the the patch from attachment #709502 [details] would
become part of systemd, compare with bug #1019255

I agree, that one's important!

plymouthd and also stopped it. Is this patch included and active?

Yes, that's also why the openQA test failed.
Without it, plymouth failing would've gone unnoticed...
