Without the ability to boot into the Guest, isn't `mkinitrd` in a chrooted Guest env generally sufficient?
Before you chrooted into the guest filesystem, did you bind mount the /proc, /sys, and /dev filesystems to the new chroot environment? This process is very similar to Rescue Mode, and without having those system directories available to the chroot environment, mkinitrd is not able to build a fully functional initrd.
