Hi,

NTP hangs at shutdown for some arbitrary amount of time.

1. Boot Leap 42.2 on aarch64 with no network connected
2. login and run "shutdown -h now"
3. Observe:
[ **] A stop job is running for NTP Server Daemon (10s / 1min 30s)

The duration of the hang seems to be arbitrary[1]. It's completely reproducible
when no network is connected.
