In KDE Plasma Workspace settings (Configure Desktop):
"Window Management" -> "Advanced" tab -> Placement: Under Mouse
is selected

When new windows are opened, they open in seemingly random places. For example,
I will use KRunner on one monitor and type in "konsole" to launch a konsole,
and it opens on the other monitor. On Leap 42.1 previously, the window would
open wherever the mouse currently is, which is the expected behavior.

This is on a fresh install and up to date openSUSE 42.2 Leap install.
