So I assume you rebooted the default subvolume. Then the situation is
as follows:

Your default subvolume is 475. So any change you make in / will also be
present in /.snapshots/475/snapshot but not in /.snapshots/490/snapshot.
E.g. remove snapper_test_May_26th.txt: It will be gone in 475 and still
be present in 490.

490 is a "copy" of 475 when you called snapper (to create 490). Afterwards
the two will divert in time.

So AFAIS there is not an issue with that.

The cleanup failure is still unclear to me. Of course 475 cannot be removed
since it's your current /. But since 475 has no cleanup algorithm set,
snapper should not try to remove it.

OK, I just tested this, and indeed the change only occurs in 475. So the
problem is with the cleanup then.

If I run cleanup manually, I get

bonk:/ # snapper -v cleanup number
Deleting snapshot from root:
1
Deleting snapshot failed.

if I do the same on a host where I never executed a rollback, I get

laurentia:~ # snapper -v cleanup number
Deleting snapshot from root:
1
Config is in use.

for the sake of completeness, here my config

bonk:/ # snapper get-config
