This is a bug in the clk tree implementation.

As a workaround you can pass "clk_ignore_unused" as kernel parameter via
grub.

After adding "clk_ignore_unused" as kernel parameter, all reported network
issues are resolved. After installation and reboot, OPenSuse Tumbleweed was
able to obtain a valid IP address from DHCP. Both zypper dup and incoming ssh
connections work fine.
