I also encountered this bug. ssh logins did work mutually for:
(1) Windows Cygwin ssh (older than 1 month)
(2) Android JuiceSSH ssh (older than 1 month)
(3) OpenSUSE 13.1 ssh (older than 1 month)
(4) Tumbleweed ssh (20160415)

upgrading one my Tumbleweed systems to (20160422) made it inaccessible by
systems (1) to (3), i.e. all tasks that are based on ssh fail. Only access from
(4) worked.

As mentioned and also what I tested, the change in the openssh version is not
the problem.
