This has been triggered by bnc#948924. I see the point to unify zypper's translations for Leap and SLE since they are supposed to have the same version of zypper but not Tumbleweed. So I guess this is a bug, I would just put a "%if 0%{?suse_version} < 1320" around the "export TRANSLATION_SET=sle-zypper" in the spec file, like this: https://build.opensuse.org/package/rdiff/home:1Antoine1:branches:zypp:Head/zypper?opackage=zypper&oproject=zypp%3AHead&rev=2.
