Felix, this is actually no bug.
'startx <client>' will cause xinit to run <client>, 'WINDOWMANAGER=foobar
startx' will start an xinitrc (see man xinit) with the environment variable
'WINDOWMANAGER' set to 'foobar'.
In the former case, no xinitrc is ever called, thus, anything you add there
doesn't get executed.
