An other approach on a client could be to turn off multicurl (metalink and zsync) and fall back to plain libcurl via environment variable.You could e.g add a line similar to
test -n "$http_proxy" && export ZYPP_MULTICURL=0
to your profile (unless your proxy is transparent). But there are also ways to solve this on the proxy server itself. AFAIK Squid can relay partial requests to the origin web server.
