As u perfectly know, permissions on /var/lib/php5 - 0755, wwwrun, root So, no one except wwwrun can create session files.
As soon as i'm change apache process owner i can't use php sessions. My current solution is to add "/var/lib/php5/ wwwrun:www 0775" to /etc/permissions.local So, any process in www group can write to this folder. Plus, any session file has permissions like 0600, only owner can do something. I didn't find any better solution to this problem.
So, we can provide /etc/permissions.d/mpm_itk with such rules. But in several cases i was have to reset permissions (chkstat --system). May be after php update permissions to /var/lib/php5 where reset to default...
