this is a tumbleweed install.

update-bootloader is stuck in an infinite loop (running +15min - high cpu usage
seen in top). this prevents installing a new kernel via zypper as - of course -
the %postinstall never finishes.

attached find an strace of `update-bootloader --refresh`. the strace stops
right after opening "/boot/grub2/grub.cfg" and reading "#\n"# DO NOT EDIT THIS

Reproducible: Always

Steps to Reproduce:
1. `update-bootloader --refresh`
2. drink coffee, have fun, sleep
3. goto 2
Actual Results:
update-bootloader never finishes

Expected Results:
a shiny new grub2.cfg
