After boot, all lvm actions hang waiting for response from lvmetad.

Investigation shows that lvmetad hangs waiting for a lock. "systemctl restart
lvm2-lvmetad" is sufficient as workaround, but it's annoying to have to do this
after every reboot.

Reproducible: Always

Steps to Reproduce:
1. boot

Actual Results:
all lvm operations hang, see above.

Expected Results:
lvm operations should work normally

syslog shows that lvm commands called by udev time out already:
