I did some experiments - and the mv is simply impossible to do in the running
system.

umount -l leaves the mount point busy forever (literally) and mount --move does
not work with shared mounts (shared with /run).

So the consequnce: we don't package /var/run as symlink but as %ghost and just
try best effort to symlink. But we need an initrd/systemd hook to make the
symlink for sure on next reboot.
