3.11.10-7 x86_64 both desktop and default kernels

System will not reboot from graphical, text, nor single user mode but always
hangs at "reboot: Restarting system". This is true with or without "plymouth"
installed. Fails when using command "sync && reboot -f", init 6, or KDE
graphical shutdown. Reboot never completes; have waited over 60 hours.

"shutdown -h now" does halt the machine as expected.

When freshly installed 13.1 nomodeset was required to boot; no longer required,
but now cannot reboot machine and must use power button to kill it.

Reproducible: Always

Steps to Reproduce:
1.any reboot command from any runlevel
Actual Results:
hangs at "reboot: Restarting system".
